American independent review programme in Washington DC, established in 1976 with support from the cosmetics industry and working with the Food and Drug Administration and consumer groups as observers. Its expert panel of dermatologists, toxicologists and other scientists reviews the published and unpublished safety data on cosmetic ingredients, holds public meetings and publishes conclusions on whether ingredients are safe as used, unsafe or lacking data, which are used by formulators and regulators.
