Professor and Executive Director of Forensic Science

Ashraf Mozayani, PharmD., Ph.,D, F-ABFT [email protected] Dr. Ashraf Mozayani is an internationally and nationally recognized forensic scientist with decades of experience in forensic laboratory management, forensic toxicology, and pharmacology. She serves as the Executive Director of the Forensic Sciences Learning Lab and is a Professor at Texas Southern University. Before this position, she was the Crime Lab Director and Chief Toxicologist for the Harris County Institute of Forensic Science for more than fifteen years and held the role of Chief Toxicologist in Washington, D.C. Dr. Mozayani is a former member of the Texas Forensic Science Commission, appointed by both current and prior Texas governors. She earned a Doctorate in Pharmaceutical Sciences and Toxicology from the University of Alberta in Canada and a Doctor of Pharmacy from the University of Tehran in Iran. She is a board-certified fellow of the American Board of Forensic Toxicologists. Dr. Mozayani has served as President of the Southwestern Association of Toxicologists and has been on the Board of Directors for the Society of Forensic Toxicologists and the American Society of Crime Lab Directors. She is currently an active member of the Forensic Research Committee and was the recipient of the Harger Toxicology Award from the American Academy of Forensic Sciences in 2019. Dr. Mozayani has contributed to the forensic community as a Crime Lab Director, Chief Toxicologist, Clinical Lab Director, assessor for various accredited bodies, mentor, and Quality Assurance Manager in ASCLD/LAB, ABFT, NAME, CLIA, CAP, and ISO/IEC accredited laboratories for over twenty years. She has authored and co-authored six books on topics such as Forensic Laboratory Management, Investigation of Drug-Facilitated Sexual Assault, Collection & Management of Evidence from Scene to Courtroom, and Forensic Drug Interactions. Additionally, Dr. Mozayani has served as a Senior Forensic Science Advisor and Instructor for the International Criminal Investigative Training Assistance Program (ICITAP) under the U.S. Department of Justice. In this capacity, she advised the governments of Uzbekistan and Thailand. She was an ICITAP Forensic Science instructor/assessor for laboratory management and toxicology operations in Morocco, Sri Lanka, Egypt, Turkmenistan, Somalia, Nepal, and Belize. She is also an assessor for the National Laboratory Certification Program and is licensed as a Clinical Lab Director in Florida, New Jersey, and Louisiana. Dr. Mozayani has been a forensic consultant for law enforcement, forensic laboratory staff, attorneys, and judges for over twenty-five years. She is an expert toxicologist in drug and driving impairment (DUI/DWI), postmortem toxicology, and drug-facilitated crimes. Dr. Mozayani has testified as an expert witness or consultant in civil and criminal cases related to forensic toxicology and pharmacology in Texas, Virginia, Maryland, Oklahoma, Florida, Kansas, California, Idaho, Montana, the Federal Court in Massachusetts, and various Military Courts in the United States. Research Interests Dr. Mozayani’s research spans several areas, including forensic science leadership, accreditation, criminal justice reform, forensic science, and forensic toxicology. Her focus areas include postmortem interpretation, drug interactions, driving impairment, drug-facilitated crimes, laboratory accreditation, and management. Some of her primary areas of expertise include postmortem interpretation of drugs, the role of alcohol and drugs in drug-facilitated sexual assault, human performance toxicology, behavioral toxicology, and impaired driving in the workplace.
