David William Newton was born in Lewiston, Maine on February 21, 1944 and grew up through college years in Florida. He earned B.S. in Pharmacy 1967, M.S. in Pharmacy 1972 and Ph.D. (pharmaceutical sciences and technology major) 1976 from the University of Florida. He was first licensed as a pharmacist in Florida in February 1968. For combat service in Vietnam in 1969, he was awarded the U.S. Army Bronze Star and Air Medals as an artillery observer with an infantry company, and the Army Commendation Medal as a basecamp medical assistant. He taught pharmacy practice and pharmaceutical science courses at four U.S. schools from 1976-2017. He is sole or corresponding author on a majority of 51 peer-reviewed and 69 invited and non-peer-reviewed articles and editorials, and 14 invited book chapters on drug therapy and pharmaceutical education, practice, research and science topics. Most of his 45 invited and selected state and national speaking presentations featured pharmaceutical stability and sterile compounding topics. He was a volunteer scientist from 1993-2020 on U.S. Pharmacopeia, USP, committees that establish legally enforceable in vitro standards for drug identity, purity, quality and strength; and pharmaceutical compounding. From 2000-2010 he was nationally elected chair of the USP Council of Experts committee that created USP General Chapter <797> Pharmaceutical Compounding-Sterile Preparations, which premiered in 2004 as the first legally enforceable environmental and personnel practice standards for compounding sterile drugs and nutrients. From 1983 to 2019 he served on the National Association of Boards of Pharmacy examination review committees, which edited and approved test items for the NABPLEX® (1976-1997 acronym) and NAPLEX® (acronym since 1997) exams on which passage is required for initial pharmacist licensure in all U.S. states. His primary teaching, publishing and research subjects are pharmaceutical calculations, compounding and dispensing; pharmaceutics (formulation and non-pharmacologic performance of drug dosage forms and controlled delivery systems, acid-base equilibria, diffusion, dissolution, solubility, physical and chemical compatibility and stability); biopharmaceutics and pharmacokinetics; parenteral (injectable) drug and nutrition therapy; and drug structure-activity (SAR) relationships.
